Grant Electronic Management System (GEMS) -APPLY FOR A GRANT

The Grant Electronic Management System (GEMS) provides a more efficient and paperless system for allocating funds, application entry, budgeting, tracking expenditures and carryover, monitoring grant performance, and supporting the development of reports required by state and federal agencies. 


The FFY 2020 application period is closed.  The FFY 2021 applications will be available in December of 2019. 


To register as new user, please email us at and include the below information:

  1. The name of the agency being registered
  2. Full name of the person that will be applying on behalf of the agency
  3. Title of the person that will be applying on behalf of the agency
  4. Address of the agency
  5. Telephone number of the registering user
  6. Email address of the registering user


  • Processing time may take up to 24 hours. The registered user will receive an email from GEMS <> with a link to log in.
  • Agencies/departments applying for the first time may have 1 registered user.
