The Grant Electronic Management System (GEMS) provides a more efficient and paperless system for allocating funds, application entry, budgeting, tracking expenditures and carryover, monitoring grant performance, and supporting the development of reports required by state and federal agencies.

The Federal Fiscal Year 2027 application period is closed. The Federal Fiscal Year 2028 applicaiton period will open in December 2026.

NEW USERS APPLYING FOR THE FIRST TIME:  please fill out the information below. GEMS user accounts are available to government agencies.

PLEASE NOTE:

  • Processing time may take up to 24 hours. The registered user will receive an email from GEMS with a link to log in.
  • Agencies/departments applying for the first time may have 1 registered user.
  • Applications must be submitted by a government agency.
