Dear Chief of Police:

The Office of Traffic Safety (OTS) is soliciting applications from law enforcement agencies for the 2008 Click It or Ticket (CIOT) seat belt enforcement mini-grant program.  The mini-grants offset overtime and reporting costs for seat belt enforcement conducted during a three-week (May 12 through June 1) mobilization period that includes the Memorial Day Holiday.

Local law enforcement agencies, state college and university police departments, and sheriffs’ departments with contract cities (agreements are made with each individual contract city) are eligible to apply for a mini-grant. The maximum mini-grant amount for 3 weeks total overtime enforcement is based upon city population:

5,001 – 25,000 $5,000
25,001 – 50,000 $7,500
50,001 – 75,000 $10,000
75,001 – 100,000 $12,500
100,001 – 125,000 $15,000
125,001 – 150,000 $20,000
150,001 – 175,000 $22,500
175,001 – 200,000 $30,000
200,001 – 225,000 $32,500
225,001 – 250,000 $40,000
250,001 and over $45,000

The maximum mini-grant amount for three weeks total overtime enforcement for state college or university police departments is $2,000.

The Office of Traffic Safety (OTS) contracts with the University of California, Berkeley, Traffic Safety Center (TSC) to manage the application, contract, reporting and financial processes for the mini grant program. All funding decisions will be made with OTS approval. To apply for a CIOTmini-grant, please visit the TSC website at www.tsc.berkeley.edu/seatbeltminigrants.

Mini-Grant Applications will be accepted through January 9, 2008.

The CIOT goal is to increase seat belt use statewide to 95% in 2008 through the combined efforts of the California Highway Patrol, OTS and local law enforcement. The CIOT strategy is to focus public information and enforcement on persons who fail to use seat belts during the May 2008 CIOT National Mobilization. OTS will coordinate the public information element of the campaign for one week prior to, and during the May enforcement mobilization period.
